Reporting to the Manager, Waste Diversion, the position is responsible for overseeing various Reduce/Reuse/Recycle and Compost programs with a primary focus on the new green bin waste collection program. The position is primarily responsible for overseeing the effective operation of the green bin collection program across multiple municipalities. The position ensures high-quality, contract-compliant service delivery by third-party contractors and monitors key performance metrics. The successful candidate will play a key role in monitoring service performance, investigating and resolving operational issues to ensure the effective delivery of the Green Bin Waste Collection Program. They will be responsible for overseeing the Green Bin Repair and Request Program, handling customer service-related matters, and ensuring that contamination levels remain within acceptable limits. Additionally, the role requires providing general facility oversight and supervision as needed to support the operations of the Essex-Windsor Solid Waste Authority (EWSWA).Why Work With Us?

The mission of the EWSWA is to provide programs to manage the solid, non-hazardous waste generated in the County and the City in an environmentally sound manner through processes which include, but are not necessarily limited to, reduction, reuse, recycling, composting, and landfilling.What You’ll Do
In this role, you will be responsible for:1. Supervision and Coordination:
- Supervise, coordinate, and/or schedule the work of employees and contractors for the Green Bin Program and Waste Diversion programs
- Establish methods and procedures to meet work schedules and coordinate work activities with others
- Oversee the Green Bin Repair and Request program, ensuring timely and effective resolution of customer service requests
- Monitor and evaluate the performance of various contracted services to ensure compliance with contract specifications, service standards, and municipal expectations
- Assist with developing, recommending, implementing and administering policies and procedures
- Work as an integral part of the EWSWA management team
- Identify, investigate, correct, and prevent reoccurrence, as well as document potential environmental and safety problems
- Resolve operational and customer service challenges and recommend productivity, efficiency, and/or improvement measures
- Develop and implement effective standardized procedures
- Collaborate with staff on education and other initiatives to address and reduce contamination issues in programs such as the Green Bin Program which may include field audits and inspections
- Respond to and investigate inquiries and complaints regarding Waste Diversion programs such as the Green Bin Program and coordinate with appropriate contractors or stakeholders to ensure prompt resolution
- Support human resources through interview, hire, training, payroll, performance monitoring and documentation, as well as potential discipline and/or discharge if needed
- Track key performance indicators, document service disruptions or deficiencies, and maintain detailed records of contractor performance for reporting and corrective actions
- Prepare regular reports on program performance, service metrics, improvement initiatives, and other related reports as required
- Develop and monitor infrastructure, equipment and machinery maintenance plans, as well as requisition materials and supplies as needed
- Assist with the development and administering of operating and capital budgets
- Performs other related duties and tasks as assigned.
What You Bring
Education:- University or post-secondary degree in a related field preferred
- Certification in Solid Waste Management or related field is an asset
- Occupational Health and Safety certification (e.g., WHMIS, First Aid) is an asset
- 2 or more years of related or relevant experience, with at least 1-year supervising union staff and administering a collective agreement
- Experience in supervising contracts for those providing goods and services
- In-depth knowledge of food waste and organic collection and processing systems, including waste diversion strategies and contamination reduction
- Familiarity with applicable environmental regulations, compliance standards (e.g. Ontario Food and Organic Waste Policy Statement, Ministry of Transportation, Ministry of Environment, Conservation and Parks) and health and safety legislation (e.g. Occupational Health and Safety Act)
- Strong leadership and team management skills, with the ability to work independently to motivate and direct a diverse workforce
- Proficient in data analysis, report writing and performance measurement
- Excellent communication, conflict management and interpersonal skills, with the ability to interact effectively with contractors, customers, residents, stakeholders, staff and municipal leaders
- Strong problem-solving abilities and decision-making skills under pressure
- Proficiency with MS Office Suite (Excel, Word, Outlook) and waste management software/tools
- Familiarity with GIS-based routing systems and software for customer service and fleet management are an asset
- Demonstrated experience managing multiple contracts that are large is scale, as well as, preparing and issuing requests for proposals, quotations, and tenders for the procurement of supplies and/or services
- Must possess and maintain a valid Class “G” Ontario driver’s license and have access to a personal vehicle for work-related travel within Windsor and/or the County of Essex
- Must provide a Ministry of Transportation Driver Abstract (Uncertified)
- Must provide a Police Information Check (PIC) document
Hours of Work:
The hours for this role will be 35 hours per week with the ability to work outside of regular daily hours on an occasional on-call basis, including Saturdays and Sundays, as required.What We Are Offering
