The County of Essex is seeking a Human Resources Generalist to support both Essex-Windsor EMS and Sun Parlor Home Long-Term Care.In this collaborative and high-impact role, you will provide operational and program support across the full spectrum of Human Resources functions, including recruitment, labour relations, attendance management, investigations, and manager coaching. You will partner closely with HR leadership and department managers to enhance compliance, strengthen consistency, and deliver people-focused HR services that support both operational excellence and employee well-being.

What You’ll Do
In this role, you will be responsible for:- Recruitment, Onboarding & Compliance
- Support recruitment and onboarding of long-term care staff, paramedics, and EMS support staff, ensuring efficient and compliant hiring processes
- Facilitate monthly orientation sessions for new hires and employees returning from leave
- Implement and maintain HR tools, templates, and documentation processes
- Monitor and manage qualifications compliance, reducing risk related to expired certifications or regulatory requirements
- Ensure adherence to applicable legislation, including the Employment Standards Act, Human Rights Code, Occupational Health and Safety Act, collective agreements, and County policies.
- Employee & Labour Relations
- Support employee relations matters, including workplace investigations (low-to-moderate complexity cases), discipline, grievances, and arbitrations
- Prepare chronological summaries and documentation in support of grievance steps, arbitration hearings, and terminations
- Gather and analyze information related to Step 1 grievances and collaborate with department leaders and union representatives toward resolution
- Draft employer grievance response letters for review
- Conduct research and compile data in support of collective bargaining preparation and labour relations strategies
- Monitor mandatory workplace programs and provide feedback on trends and risk areas
- Manager & Departmental Support
- Provide proactive guidance to managers on policy interpretation, performance management, attendance management, probationary tracking, and employee engagement
- Support performance improvement initiatives and help managers navigate complex workplace situations
- Promote a respectful, inclusive, and harassment-free workplace aligned with County values
- HR Operations & Continuous Improvement
- Maintain strict confidentiality when handling sensitive employee, labour relations, medical, and organizational information
- Ensure accuracy and integrity of HR data and records to support informed decision-making
- Contribute to continuous improvement initiatives and organizational change related to HR programs and service delivery
- Perform other related duties as assigned
Education and Commitment to Growth:
- Post-secondary diploma or certificate in Human Resources, Business Administration, or a related filed
- CHRP designation is an asset
- Minimum of three (3) years of recent, relevant Human Resources experience, preferably in a Generalist capacity.
- Experience in a unionized healthcare and/or public sector environment is preferred
- Proven experience supporting labour relations, investigations, and grievance processes
- Advanced proficiency in Microsoft 365 and HRIS/database systems
- Strong analytical, problem-solving, and decision-making skills
- Excellent written and verbal communication skills
- Strong negotiation and conflict resolution abilities
- Exceptional time management and organizational skills with keen attention to detail
- Demonstrated ability to manage sensitive and confidential matters using sound judgment
- Working knowledge of the Occupational Health and Safety Act and related legislation
- Ability to adapt to new technologies and evolving processes
- A valid Class “G” Ontario driver’s license and access to a reliable personal vehicle for work-related purposes.
- Ability to provide a Ministry of Transportation Driver Abstract (successful candidate will provide driver’s license number and the employer will run the abstract)
- Must provide a Police Information Check (PIC) (successful candidate will provide a completed PIC).
- This position operates on a rotating two-week schedule between two primary locations:
- Week 1: 3 days at Sun Parlor Home (Leamington), 2 days at the EMS Civic Centre Office (Essex)
- Week 2: 3 days at the EMS Civic Centre Office (Essex), 2 days at Sun Parlor Home (Leamington)
- Occasional additional travel within Windsor-Essex may be required.
